The Police Chief, Fire Chief, Superintendent of Utilities, Street Commissioner, any police officer and all persons authorized to enforce the laws and ordinances of the city may cause to be moved and/or impounded without prior notice to the owner and at the expense of the operator or owner any of the following:
(A) Any motor vehicle, semitrailer, or trailer that is illegally parked on the city streets or in violation of any statute of the state or this chapter;

(B) Any vehicle lawfully parked; and/or
(C) Any vehicle otherwise lawfully parked but which, in the particular situation (e.g., parade, fire, ruptured utility line, snow) is in danger itself or interferes with coping with the situation.
