(A) No person shall drive a vehicle at a speed greater than 20 mph on the streets within the city limits unless the Board of Works determines that a lower speed for any city-owned street is warranted in the interest of public safety.
(B) No person shall drive a motor vehicle at a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with the law. Any person who is driving at such a slow speed and under these circumstances that three or more other vehicles are blocked and cannot pass on the left around this vehicle shall give right-of-way to that vehicle by pulling off to the right of the right lane at the earliest reasonable opportunity and allowing the blocked vehicles to pass.
