§ 55.01 DEFINITIONS.
   APPLICANT. A person, firm, corporation, partnership or other entity who has the authority to act on behalf of the owner(s) or developer(s) of a new-development or existing water and/or sewer service connection.
   BOARD. The City of Rising Sun's Municipal Utility Service Board.
   CAPITAL IMPROVEMENT. Land and/or facilities for the collection, treatment or disposal of sewage or sewage byproducts or for the distribution, pumping, storage, raw water production or treatment of potable water.
   CAPITAL IMPROVEMENT PROGRAM. The five year capital improvement project list adopted by the Board. The list shall describe each project and the estimated cost of each capital improvement to be funded.
   CITY COUNCIL. The Common Council of the City of Rising Sun, Indiana.
   COLLECTOR SEWER. The sewer line to which sewer laterals are connected. Collector sewers lines shall be at least eight inches in diameter.
   DEVELOPMENT. The construction of improvements to land which requires modification of existing water and/or sewer service connection or the construction of new water and/or sewer service connections to the Rising Sun Municipal Utility water and/or sanitary sewer systems.
   DWELLING UNIT. One or more habitable rooms which are occupied or which are intended or designed to be occupied by one family with facilities for living, sleeping, cooking and eating and includes a mobile home.
   EXISTING SEWER SERVICE. All existing physical sewer service connections to the Rising Sun sanitary sewer system.
   EXISTING WATER SERVICE. All existing physical water service connections to the Rising Sun public water system.
   FIRE SERVICE CONNECTIONS. Dedicated water service connections for the sole purpose of providing water for fire suppression systems. Water using devices shall not be connected to a fire service connection. FIRE SERVICE CONNECTIONS shall have a leak detection meter system.
   MAJOR IMPROVEMENTS. Improvements to: (a) wastewater treatment plants, intercepter sewers, trunk sewers, or sewage pump stations which are specified in the Wastewater Master Plan; or (b) water distribution mains, storage tanks, booster stations, raw water production systems, or water treatment plant which are specified in the Water Master Plan.
   MINOR IMPROVEMENTS. Improvements required to connect a proposed development to existing water or sewer systems' facilities in compliance with Rising Sun Municipal Utility's Specifications.
   NON-RESIDENTIAL DEVELOPMENT. All development other than residential development and includes commercial and industrial development.
   RESIDENTIAL DEVELOPMENT. The construction of improvements to property used for the construction of a dwelling unit or dwelling units.
   RESIDENTIAL EQUIVALENT UNIT (REU). The basis for comparing different water and sewer customers. One (1) REU is equal to 400 gallons per day when calculating equivalency on flow basis. REU may also be calculated on a mass quality basis when flow is not representative for calculation.
   RISING SUN MUNICIPAL UTILITY (RSMU). The utility organization, including its Board, that operates the Rising Sun Municipal Utilities.
   SANITARY SEWER (WASTEWATER) SYSTEM. The entire sanitary sewer (wastewater) system designed and built to collect, transport, treat and dispose of sanitary wastewater. “Sanitary Sewer System” and “Wastewater System,” for the purpose of this chapter, are interchangeable terms.
   SEWER LATERAL. The sewer line that connects a building sewer to the public sanitary sewer.
   SEWER SYSTEM CAPACITY FEE. A fee charged to an applicant who is authorized to connect to the Rising Sun Municipal Utility's sanitary sewer system or who is authorized to increase the capacity of an existing sewer connection.
   SEWER SERVICE. A utility service provided by the Rising Sun Municipal Utility for a specific applicant upon approval of an application.
   SEWER SERVICE CONNECTION. The connection between a customer's building sewer to the collector sewer including the sewer lateral pipe up to the fitting on the collector sewer to which the sewer lateral pipe connects.
   STORAGE. Storage of treated water for the water service customers' use and for meeting fire demands.
   SUPERINTENDENT. The RSMU Water/Wastewater Superintendent responsible for the management, operation and maintenance of the RSMU water and wastewater systems.
   TRUNK SEWER. The sewer line to which collector sewer lines are connected. Trunk sewer lines are at least 12 inch in diameter.
   WASTEWATER MASTER PLAN. A document adopted by the Board outlining a plan for the orderly growth of wastewater services, including the collection and treatment components.
   WASTEWATER SYSTEM. Any devices or systems used in the collection, pumping, storage, treatment, recycling, reclamation of domestic, commercial or industrial wastewater or wastes and any conveyances which convey wastewater or wastes to the wastewater treatment plant.
   WASTEWATER TREATMENT PLANT (WWTP). The site where wastewater is collected from the sanitary sewer system and treated to acceptable standards.
   WATER SYSTEM. Any devices or systems used in the production, treatment, distribution, pumping or delivery of water.
   WATER MASTER PLAN. A document adopted by the Board outlining a plan for the orderly growth of water services, including the production, treatment, distribution and storage facilities.
   WATER SERVICE. A utility service provided by the Rising Sun Municipal Utility for a specific applicant upon approval of an application.
   WATER SERVICE CONNECTION. The connection between a customer's building plumbing to the public water main including the water public water meter, and special apparatus up to the fitting on the water main.
   WATER SERVICE LINE. The water service line that connects a building's plumbing to the public water main.
   WATER SYSTEM CAPACITY FEE. A fee charged to an applicant who is authorized to connect to the Rising Sun Municipal Utility public water system or who is authorized to increase the capacity of an existing water connection.
   WATER TREATMENT PLANT (WTP). The site where raw water is produced, treated and pumped into the water distribution for customer use.
