§ 53.41 WATER MAIN SPECIFICATIONS.
   (A)   Size of water mains will not be less than six inches in diameter, residential, and not less than eight inches in diameter for commercial/industrial zoned installations. Material of all mains must be C-900 PVC or cast iron.
   (B)   Depths of lines shall be not less than three and one half feet but not more than four feet below ground surface.
   (C)   Loops rather than dead-ends are recommended. Where dead-ends are used, a two inch minimum blowoff hydrant shall be installed.
   (D)   All material must be provided by the independent contractor from his supplier. All material is to be of standard quality and weight and mains are to be provided with properly serviced valves applicable to the size of the main.
   (E)   Under the guidelines and rules of the state, as well as the advice and instruction of the State Board of Accounts Examiner, the Utilities must not purchase for resale to contractors, or reduce their inventory by sales to contractors. Such policies are unacceptable as they pertain to the financial accountability of the Utilities.
