§ 53.08 ECONOMIC FEASIBILITY OF LINE EXTENSIONS.
   The Water Department will not make line extensions into new areas, unless it is economically feasible to the Water Utility in the judgment of the Board of Works and the Water Department Manager that a profitable return can be made in a reasonable period of time, approximately four years.
