In any multiple usage development, such as an apartment complex, trailer court, and the like, the cost of internal metering (lateral lines, meter boxes, valves, lids, saddles, and the like), will be at no expense to the Water Department. The Water Department will furnish the meter only. When this form of metering is used, the Water Department will receive from the property owner a written easement to enter upon the property for the purpose of reading and replacing meters.
