The revenues generated from the collection of fees and service charges from trash collection, as provided for in this chapter, shall be deposited in a separate fund, expenditures from which shall be limited to costs associated with the collection and disposal of trash, recycling expenses, education and the purchase of equipment necessary to provide such services to the residents and citizens of the city.
