Items that are to be picked up by the city, pursuant to this trash collection service, shall be placed adjacent to the individual's residence or place of business, within five feet of the curb or traveled portion of the street, prior to 7:00 a.m. on the date scheduled for collection, but not earlier than 10:00 p.m. on the date preceding the scheduled collection.
