(A) The monthly fee for recycling and trash collection shall be based upon the contract price with the agency or company to which the city has awarded an exclusive contract or franchise for such services, which monthly fee shall include the administration, collection and disposal costs (including equipment and labor costs) associated with such collection and disposal relating to the trash collection service.
(B) The payment shall be due on the 15th day of each month, and is subject to a delinquent charge of 10% if not paid when due.
(C) There is hereby established a trash and recyclables collection fee for each residence, small commercial businesses, and multi-family residences in the sums set forth below. All owners, occupiers, and lessees shall be charged for trash and recyclables collection and sanitary disposal by the Rising Sun Municipal Utilities or its designee, and those owners, occupiers, and lessees shall pay for such service monthly in advance pursuant to the following rates and charges established by the Common Council:
