(A) (1) The city shall assume the authority for the collection of residential trash and recyclables, as defined herein, and provide a trash and recyclables collection service solely for the benefit of, and shall be used solely by, the residents of the city.
(2) The city shall provide the service through the use of interlocal agreements, contracts, licensing, franchise agreements or any method it may deem necessary to ensure that a quality service is provided to the city's residents.
(B) Prior to awarding any contracts for trash collection under this chapter, the city shall assure that competitive bids are obtained.
(1) Contracts shall be re-bid periodically to assure competition for providing trash collection services hereunder.
(2) The city reserves the right to award exclusive franchises for trash collection services.
