The City Council shall bear final responsibility for the success of the affirmative action plan. The Council has the responsibility of promulgating the plan and shall initially, and thereafter periodically, review the plan's success with special emphasis placed upon the achievements of:
(A) The elimination of discriminatory employment practices and policies;
(B) The meeting of established goals and timetables under the plan;
(C) Providing the necessary fiscal, legal and moral support to the operation of this plan.
