(A) The Board shall approve or deny all:
(1) Special exceptions; and
(2) Variances.
(B) (1) From the terms of this chapter, but only in the classes of cases or in the particular situations specified in this chapter.
(2) The Board may impose reasonable conditions as a part of its approval.
(3) The Board may permit or require the owner of a parcel of property to make a written commitment concerning the use or development of special exceptions and variances.
