(A) Any permits authorized by the Executive Director, including, but not limited to, improvement location permits, permitting the erection, alteration or relocation of structures and other improvements within the jurisdiction of the County Area Plan Commission, shall be issued only if, in addition to satisfying the requirements of the code of ordinances of the county, the proposed street right-of-way as set forth in the Thoroughfare Plan, will be protected from encroachment.
(B) In this instance, the proposed street right-of-way lines will be protected from encroachment, and such proposed street right-of-way lines will be considered as the front lines of lots and tracts bordering such street, subject to building setback lines as set forth in §§ 156.420 through 156.423 of this chapter.
