(A) The Board of Commissioners of the county adopts the County Comprehensive Plan (prepared by HNTB) as certified by the County Area Plan Commission as the Comprehensive Plan (a conceptual guide for the future) for the county and for participating towns that adopt said Comprehensive Plan.
(B) A copy of the County Comprehensive Plan shall be placed on file in the office of the Recorder of the county.
(C) The Comprehensive Plan shall be effective for the county upon the adoption of this section and effective for each participating town upon its adoption by the legislative bodies of each participating town.
