§ 93.01 HOME RULE POWER.
   Under the provisions of I.C. 36-1-3-1 et seq., the General Assembly gave local units of government broad and extensive powers to conduct its own business, popularly known as “Home Rule”. I.C. 36-1-3-2 specifically provides: “The policy of the state is to grant units all the powers that they need for the effective operation of government as to local affairs.”
