Any person, firm or corporation desiring a franchise for the collection and disposal of refuse shall make application to the City Council, which shall make and cause to be made such investigation as it may consider necessary in order to determine whether or not the public convenience and necessity requires the granting of such franchise. Any franchise so granted shall be subject to the terms and conditions set forth by the City Council and this chapter. (Ord. 2023-635, 7-6-2023)
