Every person who is an owner or occupant of the premises within the city limits shall use the refuse collection and disposal system provided for in this chapter and shall deposit or cause to be disposed of in accordance with this chapter all refuse which is accumulated on such premises; provided, that nothing in this chapter is to be construed to prohibit any owner from transporting and disposing of refuse accumulated on such premises, subject to all regulations contained in this chapter.
