2-2-8: ANNUAL APPROPRIATIONS:
The board shall prepare and adopt an annual budget, stating anticipated revenues and expenditures, indicating what support and maintenance of the various entities under the control of the recreation board will be required for review and approval by the city council for the ensuing year. The budget shall be prepared in a timely manner so that such budget may be incorporated in the municipal budgeting procedures.
All funds shall be in the custody of the city treasurer or clerk unless otherwise provided by city ordinance, and shall be used only for recreation purposes. The board shall have control of the expenditures. Money shall be paid for recreation purposes, only upon properly authenticated vouchers of the board. The board shall not make expenditures or incur indebtedness in any year in excess of monies appropriated by the city for the recreation purposes. The board shall assist in any auditing as is required by the city and make available any information it may have.
Notice of the budget hearing shall be posted at least ten (10) days prior to the date of said meeting in at least one conspicuous place in each recreation facility, a copy of the notice shall also be published in the official newspaper of the city of Rigby at least ten (10) days prior to the review by the recreation board. The place, hour and day of such hearing shall be specified in such notice as well as the place where such budget may be examined prior to such hearing.
