The Planning and Zoning Commission shall elect its own chairman and create and fill such other offices as may be determined to be necessary. The Commission shall have the authority to establish subcommittees, advisory committees, or neighborhood groups to advise and assist in carrying out its responsibilities under this Chapter and pursuant to Idaho Code section 67-6501 et seq. (1980 Code § 3.2.4)
