Sewer lines shall not, without City Council's approval, be extended outside the corporate limits of the City; however, when in the opinion of the Public Works Director or his designated agent, there will be special benefit and improvement to the City by reason of an extension outside the City, special arrangements may be made with Council to allow said extension. Provided, however, the areas to be serviced outside of the City shall not benefit a greater extent than like areas provided with sewer service within the City, and provided, further, that no such arrangement shall be made unless adequate sewer line capacity and sewage treatment capacity is available for such outside the City sewer service.
