The Public Works Director or his designated agent is hereby empowered, and it is hereby made his duty, in all cases where there is a public sanitary sewer within three hundred feet (300') to notify every owner or person in charge of land, or premises, requiring a sanitary sewer building connection as required by this chapter within ninety (90) days or cease to use or occupy the land.
