8-1-30: CITY NOT LIABLE FOR DAMAGES:

The city shall not be liable for damages caused by scarcity of water caused by the interruptions of water supply due to accidents to the waterworks or mains or interruptions during the time of alterations, additions, or repairs to the water system or for any other unavoidable causes. (1980 Code § 4.6.4)
