No plumber or other person shall be allowed to make any connections with or to the City water mains, or to make alterations in any conduit, pipe, or other fixture connecting therewith, or to connect pipes where they have been disconnected, or to turn water off or on at the curb stop controlling the water supply to any premises without having first obtained permission from the public works director to do or to perform such actions.
