It is hereby declared that the city shall have exclusive control and management of the city water system; shall have exclusive management and control of the supply and distribution of water to the inhabitants thereof; and shall, from time to time, make such rules and regulations as are necessary for the complete management, control, distribution, and supply of water to the said inhabitants.
