7-2-12: OPEN STAIRWAYS:
It shall be unlawful for any person to construct or maintain upon any street, alley, or public place any open stairway, areaway, or cellar way within the limits of the sidewalk space or other public place within the confines of the City without first obtaining the express permission of the City Council. (1980 Code § 9.3.12)
