It shall be unlawful for any person upon roller skates, rollerblades, in-line skates, or riding any coaster, toy vehicle or similar device to go upon any roadway except while crossing a street on a crosswalk; and when crossing, such person shall be granted all the rights and shall be subject to all of the duties applicable to pedestrians.
