For the purpose of properly complying with Idaho Code title 42, chapter 12, in the proper exercise of the duties connected with the distribution of water for irrigation purposes, it is hereby declared to be a misdemeanor for any person not authorized by the City to meddle, dam, turn, or interfere in any manner with such water for irrigation, and rearrange the schedule of the City, and thereby deprive any user or landowner from the uninterrupted use of the same, as set forth by the water master or other person in charge 1 .
