A. Notwithstanding the provisions of subsection B of this Section, no person shall allow, suffer, cause or permit the open burning of materials which omit toxic contaminants or large volumes of smoke, particles or odors such as garbage, rubber, plastic, heavy petroleum products, dead animals, grass clippings and similar materials.
B. No person shall allow, suffer, cause or permit any open burning operation which does not fall into at least one of the categories of Section 4-7-3
