Any person who shall fail to trim, cut, remove, or destroy grass, weeds, hedges, shrubbery and trees, as provided under the terms of this Chapter, within the time limited by the notice provided for herein, and shall otherwise fail to comply with the provisions of this Chapter shall be guilty of a misdemeanor and shall be subject to penalty as provided in Section 1-4-1
