4-2-3: ANIMALS:
   A.   Maintenance Of Animal Shelters: It shall be unlawful for any person within the corporate limits of the City to maintain any barn, corral, enclosure, stable, building or yard for horses, cattle, sheep, hogs, or any other animal including fowl, in such a filthy condition as to be offensive to neighbors or passersby or injurious to the public health, or repugnant to the nerves of any person. Such person maintaining such or any part thereof shall be deemed guilty of an offense and, upon conviction thereof, shall be dealt with as provided in this Chapter.
   B.   Disposal Of Animal Excretion: Every owner, lessee, tenant or occupant of any house, stable, stall or apartment in which any kind of domestic animals are kept or slaughtered, or any place connected therewith wherein any offal, manure or liquid discharge of any animal shall collect or accumulate, shall cause such offal, manure or liquid discharge to be removed, and shall at all times keep such buildings in a clean and sanitary manner and free from all offensive smells. Any person violating any of the provisions of this Section shall be deemed guilty of maintaining a public nuisance and shall be dealt with as provided in this Chapter.
   C.   Carcass Of Dead Animals: Any person who shall allow the carcass of any dead animal to remain within the limits of the City for any unreasonable length of time shall be deemed guilty of an offense and punished as provided in this Chapter.
