Any person within the corporate limits of the City who shall dump, deposit, or place any trash, refuse, matter or filth, or any other substance liable to produce disease, or who shall dump any tin cans, rags, waste, paper and trash on any lot, street or alley within the corporate limits of the City shall be deemed to have committed a public nuisance and, upon conviction, shall be punished as in this Chapter provided.
