(a) Whoever violates any provision of this chapter for which no other penalty is provided shall be fined twenty-five dollars ($25.00).
(b) Any owner or operator who has received notice to appear in answer to a traffic charge listed in this chapter may within fourteen days, answer to the Village Fiscal Officer to the charges set forth in such notice by paying the prescribed fine and, in writing, pleading guilty to the charge waiving a hearing in court and giving power of attorney to the Village Fiscal Officer to make such plea and pay such fine into the Village Treasury. In lieu of appearance before the Village Fiscal Officer, such payment may be made by depositing the fine in an envelope so provided and dropping the envelope in the night box at the Village Administration Building.
(c) If a fine is not paid as provided in subsection (b) hereof, then a notification shall be sent by first class mail to the registered owner of the improperly parked vehicle notifying the owner that he shall pay to the Fiscal Officer, within fourteen days after mailing, a fine in the amount of an additional amount equal to the original fine, instead of the fine prescribed as set forth in the relevant section.
