There is hereby established a board to be called the Building Appeals Board of the Village of Richwood, consisting of three (3) members who are qualified by experience and training to pass upon matters pertaining to building and construction, and who shall be appointed by the Mayor and confirmed by motion of Council. The Board members shall, upon being appointed, organize themselves and elect their officers. Annually, no later than the second Monday of the first month of the calendar year, the Board shall elect, as a minimum, a Chairperson and Secretary.
