If the owner, occupant, mortgagee or lessee fails to comply with the order of the Zoning Inspector, provided for in Section 1311.03, or the action of the Building Appeals Board of the Village of Richwood after hearing where a hearing has been requested, the Zoning Inspector shall cause such structure or part thereof to be vacated, and may cause the same to be removed, repaired, secured, or demolished if the facts indicate that a delay will be dangerous to the health, morals, safety and general welfare of the people. The Zoning Inspector shall cause the cost of such removal, repair, securance or demolition to be charged against the land on which the building or structure existed as a municipal lien as provided in Section 1311.06, or to be recovered in a suit at law against the owner.
