It shall be unlawful to use or occupy or permit the use or occupancy of any building or premises, or both, or part thereof hereafter created, erected, changed or converted, or wholly or partly altered or enlarged in its use or structure, until a certificate of zoning compliance shall have been issued therefore by the Zoning Inspector stating that the use and structure of the building and the land use conforms to all of the requirements of this Zoning Ordinance, including those certifications required by any other board or committee, and a State building permit will be required in commercial situations where such permits are necessary. The issuance of such a certificate in no way relieves the recipient from compliance with all the requirements of this Zoning Ordinance and other regulations.
