The Mayor may appoint a committee to organize and operate a park days fund raiser once each year all of the proceeds from which shall immediately be deposited in the Village Park Fund account to be applied toward the cost of improvements to the Park as determined by Council. Other organizations which desire to make donations of improvements to the Park may make such improvements only with the prior consent of Council.
