933.01 CONNECTIONS TO STORM SEWERS.
   (a)   No house sewer or drain shall be constructed to connect with a public storm sewer nor shall any connection be made to a public storm sewer within the Village, until a permit has been granted. An application for a permit shall be signed by the owner, or agent of the property for which the connection is desired and by the person, firm or corporation employed to perform the work and must describe the property and state the purpose for which the connection is desired and shall be accompanied by a fee established by the Council.
   (b)   The written permission to construct a house or drain connecting with a public storm sewer shall specify the permissible use of such house sewer or drain and such specifications shall be governed by the use of the following requirements: Such house sewer or drain may be used for the removal of surface water, rain water from roofs, subsoil drainage, cellar drains, building foundation drainage, cistern overflow, clear water from condensers, waste water from water motors and elevators and any other clean and unobjectionable waste water. Such house sewer or drain shall not receive sewage, industrial wastes, septic tank overflow, cesspool overflow, privy vault drainage, kitchen wastes or any other liquid wastes of objectionable character.
   (c)   After a house sewer or drain to connect with a public storm sewer is laid and before it is covered or used it shall be inspected and approved by the Village Administrator or his authorized agent.
   (d)   Council is authorized and directed to adopt and enforce specifications and regulations in accordance with the provisions of this section for the purpose of providing control of the installation of sewer connections and the inspection thereof. The Village Administrator shall maintain accurate and complete records of all permits issued and inspections made. The Village Administrator is hereby empowered to require the abandonment and removal of connections to the public storm sewers which violate the provisions of this section.
   (e)   The house sewer shall be P.V.C. gravity sewer pipe, ASTMD 3034 S.D.R. 35, with elastomeric gasket joints, conforming to ASTMD 1869, as manufactured by John Manville or equal. Class I bedding (1/4" to ½") six inches over pipe not less than six inches in internal diameter and shall be laid in open trench. The joints shall be made root tight by a method approved by the Superintendent of Sewerage. In order to permit ventilation of the public sewer and house sewer, no trap shall be placed in the house sewer. After the sewer is laid out and before it is covered or used, it shall be inspected and approved by the Superintendent of Sewerage or his authorized agent. Other type pipe and joints may be used if approved by the Village Administrator and they will resist the penetration of roots. Under no condition shall butt joints be allowed.
   (f)   Council and the Village Administrator are to see to the enforcement of the provisions of this section, by establishing surveys, including the use of smoke, dyes or any other accepted means, to detect existing connections, and to require their removal if contrary to the provisions of this section.
   (g)   Whoever violates any provision of this section is guilty of a minor misdemeanor. Any such violation shall constitute a separate offense on each successive day continued.
