Whoever violates any provision of this chapter shall be guilty of a minor misdemeanor on the first offense and shall be guilty of a misdemeanor of the fourth degree for a second or subsequent violation of this chapter. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
