§ 161.010 RULES AND REGULATIONS.
   The Director of the Department shall prescribe the rules and regulations necessary to carry out this chapter, including rules and regulations establishing standards and methods for inspection of buildings, bidding for properties by applicants and measurement of rehabilitation progress.
