This chapter applies to all land-disturbing activities over one acre on land within the corporate boundaries and jurisdiction of the city, including commercial, industrial, residential and highway development, except for:
(A) Cultivating activities;
(B) Conservation practices on agricultural land;
(C) Single-family residential developments consisting of four or fewer lots;
(D) A single-family residential strip development where the developer offers for sale or lease without land improvements and the project is not part of a larger common plan of development or sale; and
(E) Individual lots within a permitted project.
