§ 151.003 CONFLICTS WITH OTHER ORDINANCES.
   This Housing Code shall apply to all buildings used for residential purposes whether or not the buildings were erected, altered or converted in full or substantial compliance with ordinances in force at the time of their erection, alteration or conversion and whether or not the buildings were erected, altered or converted prior to the effective date of this Housing Code. Whenever any ordinance imposes higher standards of health and safety than the standards imposed by this Housing Code, then the higher standards shall apply. In the interpretation and application of this chapter, the provisions of this Housing Code shall be held to the minimum requirements for the promotion of the public health, safety and welfare. Where the conditions imposed by any provisions of this Housing Code are either more restrictive or less restrictive than comparable conditions imposed by any provisions of any other law, ordinance, code, rule or regulation of any kind, the regulations which impose higher standards or requirements shall govern. In any case where a provision of this chapter is found to be in conflict with a provision of any zoning, building, fire, safety or health ordinance or code of the city or any regulation adopted pursuant thereto, the provision which establishes the higher standard for the promotion and protection of public health and safety shall prevail.
