The operator of a taxicab business or the driver of any taxicab shall not collect, as a fare for the use of a taxicab owned or operated by him or her, a fee or charge of more than the rate schedules approved by the Board of Public Works and Safety for any single and continuous trip within the city. The operator or driver may charge for standing or waiting time at the rate as approved by the Board of Public Works and Safety.
