The Chief of Police or his or her authorized representative shall from time to time make inspection of each public bath, steam bath, health club, reducing salon or massage establishment for the purposes of determining that the provisions of this chapter are fully complied with. It shall be unlawful for any permittee to fail to allow the inspection officer access to the premises or hinder the officer in any manner.
