All railroad companies whose track or tracks cross South Sixth Street, South H Street, South J Street, South L Street, South N Street, South O Street, or Northwest Fifth Street in the city shall at each crossing maintain at all times in good working order at their own expense a reliable and substantial standard flasher light signal system of approved type, subject to the rules of the State Highway Commission, and operated electrically as trains approach the crossing so as to warn persons approaching or about to cross the tracks at the crossing of the approach of a locomotive engine, car or train of cars or other impending danger in connection with the running of trains. In place of the flasher light signal at North Second Street, there may be maintained a reliable bell signal such as is in general use by railroads.
