§ 71.028 PUBLIC EMPLOYEES TO OBEY REGULATIONS.
   The provisions of this Traffic Code shall apply to the driver of any vehicle owned by or used in the service of the United States government, the state, the county or the city, and it shall be unlawful for any driver to violate any of the provisions of this Traffic Code, except as otherwise permitted in this code or by the state statutes.
