The landfill shall collect user fees as follows.
(A) Commercial, industrial and institutional residents within the City Sanitary District shall be charged the following fees for solid waste accepted by the landfill for disposal subject to a minimum fee of $6, and according to the schedule set forth herein, to-wit:

(B) (1) The 2023 rates and charges set forth in the above table shall become effective for billings rendered after December 31, 2022.
(2) The 2024 rates and charges set forth in the above table shall become effective for billings rendered after December 31, 2023.
(3) The 2025 rates and charges set forth in the above table shall become effective for billings rendered after December 31, 2024.
(4) The 2026 rates and charges set forth in the above table shall become effective for billings rendered after December 31, 2025.
