§ 165.504 RESPONSIBILITY OF VIOLATIONS.
   The owner or possessor (e.g., tenant or occupant) of the structure, land and/or premises shall be liable for violations of this chapter. If the possessor of the property or structure is determined to be liable for the violation, but fails to comply or otherwise cannot be sufficiently pursued, the owner shall be held liable for the violation.
