(A) Verbal purchase order. In the case of an actual emergency in which immediate procurement is essential to prevent delays in the work of the using department and which may vitally affect the safety or convenience of citizens, the department head or person designated by the department head may obtain a verbal purchase order number from purchasing.
(B) Recorded explanation. The department head shall follow up the issuance of an emergency purchase order number to the purchasing agent with a requisition within 24 hours.
(C) Emergency procedure. The Controller or Director shall prescribe by rules and regulations the procedure under which emergency purchases by heads of using departments may be made.
