(a) Whenever snow accumulation exceeds two (2) inches on City streets, parking of any vehicles, excepting for immediate loading or unloading of passengers, shall be prohibited on all streets within the confines of this City.
(b) Whenever the Director of Public Safety declares an emergency to exist, by reason of heavy snow accumulation, ice or other cause, parking of any vehicles, excepting for immediate loading or unloading of passengers, shall be prohibited during the duration of such emergency on all streets within the confines of this City. Such ban shall commence one hour after the first announcement by radio, telephone, or other media or internet outlets that such emergency has been declared.
