351.14 PARKING ON PREMISES IN LOCAL RETAIL OR WHOLESALE DISTRICTS.
   (a)   The use of premises for the outdoor parking of motor vehicles, buses, trucks, tractors, trailers or semitrailers, except as a bona fide accessory use, which accessory use shall continue only during the regular hours of a business established and being conducted in a building or other structure located upon such premises or while the owner or lessee or an agent or an employee of the owner or lessee is upon the premises, is determined and declared to be a use which is not permitted in any local retail or wholesale district as defined and permitted under the provisions of the Zoning Code.
   (b)   No person shall park or leave standing in any local retail or wholesale district in the City any unhoused motor vehicle, bus, truck, tractor, trailer or semitrailer, except as a bona fide accessory use, which accessory use shall continue only during the regular hours of the business established and being conducted in a building or other structure located upon such premises or while the owner of the premises, lessee or an agent or an employee of the owner or lessee is upon the premises.
   (c)   No person being the owner, lessee, occupant, manager or other person in charge or having control of a business established and being conducted on premises in any local retail or wholesale district in the City shall knowingly permit any person to park or leave standing, on such premises, any unhoused motor vehicle, bus, truck, tractor, trailer or semitrailer, except as a bona fide accessory use to the business, which accessory use may continue only during the regular hours of such business or while the owner or lessee of the premises, or an agent or employee of such owner or lessee, is upon the premises.
